Job Description:

 

POST:   Senior Network Technical Officer
LOCATION: ICT Department, Henry Moore Building,
Belfast City Hospital Site
GRADE:   Band 6
The postholder will be required to work ‘on-call’ hours to ensure that all faults get a response as agreed with the Trust Service 
REPORTS TO:   Networking Manager
RESPONSIBLE TO: Co-Director for ICT & Telecommunications
Main Purpose:
The post holder will be responsible, through the Trust’s Networking Manager, for the, installation, configuration and management of the Trust’s network infrastructure. This will include the day-to-day monitoring, management and configuration of all LAN and WAN links, routers, network switches, firewalls and other associated network equipment.  The post holder will contribute to the establishment of operational policies, procedures and monitoring processes to establish and deliver an effective and efficient ICT network in accordance with Trust objectives and priorities.
The post holder will be responsible for the resolution of all network incidents including identifying, diagnosing and resolving network problems as or before they arise.  The post holder will be key to ensuring that the Trust’s network performance indicators are delivered.
The post holder will support the Networking Manager in the implementation of a Trust wide Network Strategy to support and deliver a secure and efficient network.  The post holder will engage with Planners, Estate staff, other Trust Service Managers and architects to identify and advise on network infrastructure design, equipment and requirements.
The post holder is also expected to be involved in the management & co-ordination of networking projects as appropriate.
Main duties / Responsibilities
Operational
1. Provide effective and efficient end-user support through ensuring that all network incidents are resolved within the agreed resolution times.
2. Analyse network incidents and trends to identify, log and resolve any underlying network problems.
3. Monitor the operation of the Trust LAN/WAN to ensure it is operating within acceptable performance targets and take remedial action as appropriate.
4. Monitor network utilisation and capacity and make recommendations on future needs of the Trust particularly in relation to expected trends and uses for the network infrastructure e.g. VOIP, Video, PACS images etc
5. Manage the procurement, installation and configuration of network datapoints and cabinets (including cable patching) ensuring that appropriate technical standards are met and all installations are undertaken within agreed budget constraints
6. Install and configure network switches, routers, WAN optimisation devices and other associated network devices
7. Manage the procurement, installation and configuration of network LAN/WAN lines and devices ensuring that appropriate technical standards are met and all activities are undertaken within agreed budget constraints
8. Manage the IP addressing scheme for the Trust allocating IP subnets as necessary.
9. Manage the installation and configuration of VLANS ensuring appropriate and secure use
10. Manage, update and create, where necessary, all network documentation including network diagrams, IP addressing information, VLAN information, switch and router configuration etc.
Other Operational Duties
11. Provide support, assistance and backup for the Telecommunications Manager as necessary.  This will include the configuration, installation and management of the Trust Telephone systems and incidents as required. 
12. Provide support, assistance and backup for the Senior Mobile Solutions Manager as necessary.  This will include the configuration, installation and management of the Trust mobile solutions, wireless network and incidents as required. 

Security
13. Ensure adequate firewalls and security software are in place to manage, analyse and  record all network traffic so ensuring the Trust is not compromised by external or internal threats.
14. Utilise technology and network design e.g. Layer 3 design or VLANs to minimise  the security threats
15. Manage network access control software to identify any authorised network activity and take remedial steps as necessary
16. Manage access control to all network equipment ensuring network rooms / cabinets are appropriately secured with access authorised and logged
Strategy
17. Assist the Networking Manager in the development, implementation and monitoring of a comprehensive Network Development Strategy to deliver  a secure, efficient and resilient network infrastructure
18. Assist the Networking manager to design and implement an appropriate IP addressing scheme and Quality of Service (QOS) protocols to ensure efficient working of all devices on the network
19. Assist the Networking manager to specify and implement appropriate monitoring tools to ensure effective and efficient operation of the network.
Collaboration & Governance
20. Work closely across corporate functions and Service Groups on all the functions covered by the ICT Networking
21. Develop and maintain good working relationships with users, DIS, other teams in the IT Department, 3rd party suppliers and external consultants
22. Assist in ensuring Belfast Trust IT Strategies and policies are consistent with National and Regional guidance.
23. Assist in ensuring ICT network function supports the development of clinical and service networks.
24. To ensure that protocols governing information confidentiality, security and data protection are complied with at all times.
25. To manage the provision of management information as required and in particular, analysing costs, budgets and variances and collating information for management meetings e.g. accountability reviews, performance monitoring and ensuring that requests from other departments are handled appropriately. 
26. To ensure that a Risk Register is maintained for the network function and all identified risks are managed in the appropriate manner.
27. To ensure that the network function achieves the required level of Controls Assurance compliance and that all Controls Assurance documentation is competed in a timely manner.
28. Participate in multi-disciplinary projects throughout the Trust as required, which require specialist knowledge of the areas of Networking.
29. Support ICT Senior Management Team in achieving quality initiatives including ISO accreditation, ITIL and British Standards awards.
30. Assist in establishing collaborative working relationships with counterparts in DHSSPS, HSSA, HSC Trusts and other stakeholders.
31. Attend ICT Networking meetings, forums and training as appropriate.
32. Ensure that protocols governing information, confidentiality, security and data protection are complied with at all times.
33. Contribute to the department databases and information systems as necessary to ensure that the information maintained is complete and accurate.
People Management & Development
34. Responsible for day to day line management of all staff under post holder’s responsibility within the Networking Team.
35. Lead by example in practising the highest standards of conduct in accordance with the code of conduct for HPSS staff.
36. Participate in the Trusts Staff Development and Performance Review Scheme.  Review individually on a regular basis the performance of immediately subordinate staff.  Provide guidance on personal development requirements and advise on and initiate, where appropriate, further training.
37. Ensure that the review of performance identified above is performed for all levels of staff within the trust in accordance with the Trust Board’s policy.
38. Maintain good staff relationships and morale amongst the staff reporting to him/her.
39. Delegate appropriate responsibility and authority to the level of staff within his/her control consistent with effective decision making whilst retaining responsibility and accountability for results.
40. Participate as required in the selection and appointment of staff reporting to him/her in accordance with procedures laid down by the trust.
41. Take such action as may be necessary in disciplinary matters in accordance with procedures laid down by the Trust.
42. Promote the Trusts policy on equality of opportunity through his/her own actions and ensure that this policy is adhered to by staff for whom he/she has responsibility.

JOB SPECIFICATION

POST:   Senior Network Technical Officer

ESSENTIAL CRITERIA

1 This is an RPA post so applicants must be:
a.  a current employee of Belfast Health and Social Care Trust
AND
b. a member of the ICT Service Continuity and Networking sub-pool

2a A recognised Third level Qualification or equivalent in an I.C.T discipline (where ICT is more than 50% of the course content) and at least two years relevant experience working as a Band 5 in a Networking role in an ICT Department within the last 4 years
OR
2b A recognised Third level Qualification or equivalent and at least three years relevant experience working as a Band 5 in a Networking role in an ICT Department within the last 5 years
OR
2c At least four years relevant experience (at least 2 of which should be at Band 5 or equivalent) working in an ICT Department within the last 6 years

3 Must demonstrate recent experience (within the last 3 years) of designing, supporting and maintaining Layer 3 and Layer 2 distributed networks including TCP/IP addressing and Quality of Service implementation
4 Must demonstrate recent experience (within the last 3 years) of Supporting and Managing Switches, Routers, Firewalls etc.
5 Must demonstrate working knowledge of Cisco IOS
6 Knowledge and experience of the Trust Risk Management processes

DESIRABLE CRITERIA

1 Recognised Cisco Network Administrator qualification e.g. CCNA, ICND or CCNP
2 Recognised Qualification in ITIL Processes
3 Experience in Prince II Project Management would be an advantage, including Prince II Certification.
4 Experience of staff management.
